For anyone else curious, just click on it with the console up, and type: disable
I don't know if this is actualy a "fix" as much as a debatable prevenative (at best), but if you decide to do an search for Tedinator, relevent to the F4 Nexus, there is a file listed (.esm) which replaces the ash/goo with a corpse burning effect. While this assists in helping prevent piles from occuring in the first place, requiring less console opening and closing in the long haul, it doesn't correct the occassional hanging bodies which still occure from time to time in select settlements which are already vaporized in some shape or form.

You'll have to wait for something like the "Unofficial Skyrim Patch" with corpse cleanup scripts etc.
However the save bloat issue in the past games caused by goo and ash piles mounting up was more of an issue for the console versions of the game..most notably the PS3 version because it lacked sufficent system memory. I wouldnt be supprised if the current consoles start to suffer due to their lack of avaiable memory aswell. The beauty of PC is that almost all your system memory is ready for an application to use provided it is needed and can easily be upgraded and improved. The xbox one only has 5 gb of memory for games...which isnt that good tbh, and thats one of the many reasons why these next gen potato boxes are trashed by the most basic and generic mid range hardware.
I do feel they should despawn, because they could be absorbed by the Earth or blown away by the wind.
As i said, you will need a mod that applies some kind of script to these ash piles and corpses so they automatically disappear after a set time (unless there's a quest item inside).
Bethesda will never fix this.
