This can work. Enter workshop mode (default V), find Preston, quickly build four walls around him and no door. No more settlement quests. AR

that's why when i couldn't find a guide to permakill preston garvey on the internet(like you could for most annoyying charchters in 3, NV, and skyrim with mods), i made one on steam. it can work with any fallout 4 charachter you hate with a little tweaking.
