Do settlement attackers can get across picket fence?

So i'm playing Fallout 4, and ya know, building some settlements. Junk walls looks ugly, so i build picket fence [which you can obtain by finding perk magazine]. So the question is: do attackers can get across this fence?

probably not, but they can shoot thru or over it easy enough. and more likely than not, they will get benefit of cover from it.

i have picket fences and those metal railing ones all along the road at my red rocket compound, the raiders always try to go around them...but by then the turrets i have set up all along the fences have ripped them a new one.

And in some places the enemy is spawn within the settlement.

that happens to...they just seem to magically teleport right in the center of your compound, which is really weak...
