Yes.
You don't actually need to manually scrap junk items, though. Any junk items that you store in the workshop will be automatically broken down into its component materials as needed. This will not happen to weapons and armor; if you want to use them for components, you have to scrap them yourself (either by dropping them on the ground and scrapping them in Workshop mode, or by scrapping them at a weapon or armor workbench). So grab junk, haul to workshop, store all junk and it's good to go.
Once you have multiple settlements, getting CHA to 6 and picking up the Local Leader perk will let you send settlers to establish supply lines between them so that components can be shared when crafting or building.
