If you wear a charismatic hat and shades though, your bonus is much higher.
Is it me or is the Power Armor not that interesting if you have nice stat increasing equipment?
My character is not charisma focused and initially I tough I would get +1 charisma for every part painted so I would be more successful in speech checks but I guess that is not the case.

I understand it's a waste now I just found it confusing at first.
AFAIK, the SPECIAL-boosting material mods are all that way -- you only get the bonus if you have a complete suit and every single component is painted. With respect to Charisma, you are probably not in a combat situation and would be better off hopping out of your power armor, removing the fusion core, and having a bit of +charisma gear -- or just grape mentats.
The resistance/damage reduction materials do not, however, require everything to be painted.
Explosive-resistant material seems to be one of the better combat upgrades. You can pop a Rad-X for more radiation resistance, the titanium plating is only +7% durability it seems. A full coat of explosive shielding has been tested at reducing damage by 54.8%.

Might be helpful if you're in the PA often since "enemy with Fat Man" is still one of the bigger threats out there.
