Perk page scrolling
So after level 60 I was wondering why I was still a novice lock pick and playing the game. Thought I had to pick perks based on the first two levels. After which it dropped down to level 3 & 4.

Figured I was never going to any higher and the game was started to get a little stale doing the same rescue this person. Kill these raiders etc.

By accident my mouse pointer slide to the bottom and page scrolled up revelling all the other perks which I could have chosen any time I wanted

Sort of pissed me off that there was no message line to indicate this or even added scrolling to view with the mouse wheel.

Usually I beef up the lock pick, charisma and scientific perks the most and spent 60 levels filling out a lot of useless perks I didn't need.

Now going back and completing some quests I couldn't, but sort of sucked all the fun out of the game.

3 was still one of the better games and giving this one a 5/10. Will finish it, but doubt it will be played a second time

the perk sheet must have been designed by some marketing whizz, it looks nice but lacks function, flexibility and limits the amount and perks available to the player
still i got to laugh you played to level 60 without seeing the full perk sheet

yep it's all designed for console , the mouse keyboard support is horrible , what they got away with in regards to the port to pc is incredible , if this were a lesser known title the devs would have been raked over the coals for the sloopy , lazy programing ,
but it's fallout so everyone turns a blind eye , and praises it even though in it's current state it is barely mediocre at best

the whole game was designed by the marketing team , it was made to sell , not be good .
everyaspect of the game is geared to the 12 year old , from the superhero suit and the mega man gigantor armor , the dialog , everything is made to apeal to 12 year olds with controllers , look at the forums , it's all little kids trying to make the game work on crappy laptops

Don't worry, I made the same mistake as well. I was wondering why I only had a handful of perks, and assumed that I had to put points in either my SPECIAL or unlock others as I progressed...then by some coincidence my right hand slips and I notice the page scrolls down! It's not your fault because the game itself does a poor job in even explaining how to do so (you should't have to hit the forums just to understand how the game's basic functions should work :P).

its poor UI design, there is icons showing you what keys to use to look at the next rank & previous rank of perks but nothing to show how to scroll down for the rest of the chart
it had me stumped for a few hours but i eventually worked it out
still the old system was better as it allowed for flexibilty & more perks

I agree that this is a UI issue, one of several. The problem is that UIs are designed largely by programmers (I'm one myself who's designed UIs in the past), who are not typical consumers of computer content. They do not understand all of the issues that regular people go through when staring at a computer screen. And when I say 'regular people', that includes those with poor eyesight (like me), people with visual focus issues (like me), people who maybe are not familiar with whatever games inspired that UI, and so on. There is a reason why older people have trouble learning how to use the computer and play computer games, that goes beyond just the usual tech anxiety, and that is that there is a kind of visual language that is common in different UIs, that most of us who have used computers for most of our lives, take for granted. But even then, there are developers who also are clueless that such a language even exists, and so they go off and design their own UI without regards to what we've seen in the past, and what we take for granted without even realizing it.

Anyway, enough with my philosophical discussion. There is one easy fix that could be made to that screen, and that is to add prominent scroll bars to the edges of the display. Also, the screen should be made to sccroll by using the 'scroll' wheel (you know, like on any normal scrolling screen).

I'm sure there are many PC gamers who didn't realise the list scrolled right away. I mean as a PC gamer our first instinct is to use the mouse scroll wheel, if nothing happens then it's fair to assume the thing doesn't scroll. Having "edge of screen" scrolling is a strange way to do things. Luckily I noticed the page does scroll very early as my 1200p resolution sees the images partially clipped, suggesting there are more.

FO4's "SkyUI" equivalent has a lot of work to do!

Yea you are right, but for me at least the menu is cut off and it looks like the below perks are not all the way, also I watched the trailer and it shows the perk menu.

I play other fallout games and I knew what the perks were so my first instinct was to try everything to scroll down

But like I said, it's in the damn trailer and you can see the top of the next row of perks
