Stuck at 98/99 Happiness
I have a Settlement at Starlight Drive in with 21 people, 24 food, 89 water and 211 defence with a fair amount of paintings, lights, some rugs, radios/jukeboxes and some tvs, as well as 17 level 3 shops (no weapons or armor) but the happiness will never go higher then 99 even when i am there. Does anybody know anything to increase happiness to 100??

There is no space, i have exceded the build limit by like 70+ paintings, there is 21 people, i am there, 1 extra bed, all level 3 clinics, a few of each and 5 level 3 clinics. Everyone has a job (now that i say this out loud i need to check something), no tvs and plenty of paintings everywhere.

I got my first 100% in Sanctuary with 21 people, had everyone assigned to a Bar / Clinic, placing paintings was just about the only thing I could do at that point.
There's also sleeping whilst inside the settlement, just don't ever leave it until you hit 100% or It'll drop the happiness.

Guys it is at 99 with an arrow rising! Its finally happening! What i did was get rid of 2 other stores, a bar and a general store and traded for 2 Level 3 Clinics. It seems like Clinics give more happiness then any other stores. If i make a guide for Benevolent leader ( which i might) i will make sure to thank everyone here. Thanks again!

It's only challenging to get to %100 because the settlement system is bugged at the moment. So once a few more patches hit the game it should be a lot easier for everyone else and a guide will be unnecessary.

I think it might be possible to do it with just 1 person. I don't know if it is possible but 1 person on a smaller settlement (county crossing for example) would be so much cheaper, and getting the achievement from that would be as amazing as finding a Full X-01 set before level 5!

I think you're right. I've heard vague stories about a person doing it with a single trade route to an empty settlement. Never was 100% sure how he pulled it off, but he had the achievement. At any rate it's excruciating and not satisfying when unlocked.

With 20 Settlers, no named or specials. 2 Large Purifiers, 4 Farmers, farming Mutfruit, and everyone else running level 3 clinics. and defenses that are in excess of people+food+water+power+beds. I had a community bell, and built the outer wall and most of the structure from metal. I hung out there for a day and left questing.. A while later I was at 100%. No lights, no art, no items. The area was stripped of anything scrappable.

I think we had the same idea there with 2 large purifiers, 4 farmers and the clinics + excess defence. The only difference is the lights (which i just put for show, really) LOTS of art, i mean lots and time spent in the settlement. The whole Starlight + resources is such a big coincidence though, i wonder how many others have done this with the same build or very similiar. Lots? None? Could you be a mind reader? are you Todd Howard? all from now on? find out, in the next few comments!

I am not Todd.. However I would write a very lengthy review of my game experience if only the review system would allow ones that long. You'd expect a character count if theres a limit. I have seen videos where there are a wide variety of stores, the general formula is the same. 4 farmers, using mutfruit because of effiency. Jacked up defense, a bell, and everyone else working a store.

Also Starlight is just well suited to a classic fort design, and you can ring the 2nd/3rd floors with turrets, allowing massive DPS to the 2 leading attack vectors. Technically all my stores were covered by an overhang but not enclosed. My building looked like a pagoda. 4 Stories high with a detached outter ring wall, all walled with metal. generators on top enclosedwith a 1 large tile space between them and any wall.

I stashed 2 small generators in the top of the movie projector inside to power 3 laser turrets on the center island pointing at the water hole. The generators for the purifiers i placed on a center plank walkway between them, 2 5pt generators, built the floor around them 2 large tiles out. Put 2 10 pt Geneators on the roof , 4th floor, for the main defense of launchers on the corrners. Machine guns on the roof of the wall at the corrners and center. Attacks there are pretty much show up to watch the show and get a pat on the back for caring. I even built the fast travel pad to spawn me on the 4th floor next to a chair.
