Also get rid of the Radios and Jukeboxes. Build a couple level 3 Clinics and assign a settler to each of them. You only need 21 food. Makes sure each settler is assigned to a job and a bed.
I assume that you have more than enough beds so you can sleep there too
Don't leave the settlement. Wait 15 minutes. Sleep for 24 hours. Wait another 15 minutes, sleep for 24 hours. It should go up. Just don't leave the settlement, stay in the boundaries :)
You kinda used a big settlement imo, too, which complicates things...
Do you have a blue arrow next to the happiness meter?
There is nothing orange there ( at least anymore), i tripled checked everything, all beds are in a house or in the main tower and there is a Red Down arrow next to happiness.
Keep placing paintings if you're stuck at 99%, It might be going down rapidly so just keep at it.
But do you have ANY space available to build things? if so, just keep placing paintings till you LITERALLY are not allowed to build anything. As far as I know, you need 21 people there, enough beds for all of them + you, build a lvl 3 of all the stalls, build a couple of extra lvl 3 clinics, have no tv's, and then just keep placing endless paintings till max capacity of the settlement. All people need jobs as well, and then you win. I watched a video on youtube of it, and the guy just kep placing paintings over paintings till it went up. He did Abernathy farm, but the idea should work anywhere.
Once the things you 'need' to be there are, just start going hog wild on paintings till you can't anymore, then stand around a while.
