Evacuating the Institute?

SPOILERS:

So, I finished the Brotherhood of Steel questline and blew up the Institute. Overall, people are happy with me, but people like Doctor Lee, Virgil, and Preston (To an extent) are angry with me because of all innocent people I killed. When I try to seem sorry, my character mentions that he should have let the innocent evacuate before he blew the core. Is that even an option?

yes, on the terminal in the room with father there is an option to issue an evacuation.
