Or you can send Settlers there from other Settlements and then build it up like any other Settlement. However without using the Console to add items, you won't be able to build many of the normal Settlement buildings such as a Recruitment Broadcast Tower, any of the shops, any plants, Guard Towers, and a couple of other things. But if you don't mind using the console to get past the restrictions that never should have been placed on this settlement then you can build it up like any other Settlement.
I built a bunch of RPG turrts aimed at the Prydwin just in case the BoS ever tries acting up.
For me the BoS are a bunch of incapable whiny little cry babies which is reflected in their low happiness score.
