It is all about the damage reduction of the target, that is counted for each pellet. Targets with no armour is mostly one shotted in the face up close.
If it is a sawn off then the range will be amazingly short and the spread amazingly high, and due to a quirk of shotguns if you are even slightly outside of the weapons [range] then the damage quickly collapses.
The games DR mechanic doesn't really allow weapons to be better against either high DR OR low DR targets, and also unlike NV, pellets don't hit the armour individually.
It is a gun that is only worth bothering with for the point blank sawn off super crits, if you are using it for anything else then you'd be better off swapping for something better.
Its funny you CAN technically a good legendary stat but at that point may as well take a regular other weapon unless you dpawn it in because it's so rare to find a good one.
Good against unarmed non armored targets but at that point and close range may as well just use a knife or bat.
