No, you cannot play without Far Harbor, Nuka World, V88, Mechanist, and the other stuff that is actual DLC. The "CC" items found from the currently updated game do not qualify, but you MUST have the Season Pass or GOTY edition of the game to downgrade to use FOLON just like they TELL you. It's not optional.

Why wouldn't you want that anyway? The DLC for the main game is excellent and fun. If you want to run FOLON, you have to have the full deal.

the DLC costs 2 or 3 times what the games cost I can't afford that just to play a mod

Cave-at it is harder to get the Steam version up and running for the mod. If you have previous modding experience be it Skyrim, Fallout-3, Fallout-NV you probably will be fine.
If not and you do not want to spend some time researching optimum settings than GoG version is better.

The base game is normal 19,99 now the version with all DLC is 19,99 if were talking Steam.
Which is normally 39,99

So no it is not twice the price of the game. It is twice the price of the base game *on sale*

It is not going to get cheaper anytime soon if you can not afford it than best to wait.
At the larger sale events it might drop to 75% off. However that is going to take a while.

If you buy it on Steam you will only be paying for the things you don't own, ie: not the base game.

As pointed out above: you will want the gog version which is both "full GOTY" enabled, AND the "not next gen updated" version.

Honestly if you want to play something that bad, you should reward the actual makers of the GAME first, because the textures, models, scripting, and WORLD are all Bethesda's, and Folon can't charge you for a major overhaul like this because it *requires* the base game's dlc to run.
