Buy it on GOG or 2,3,4

Open STEAM console into your browser.
Type the 14 links into the console and STEAM will then download the older version of Fallout 4 into these 14 folders.
(1 link 377163 „For Part B use“ took me 2 hours until these 18 GB with 64 folders are „completed“.)

Then move the contents of these 14 folders into a NEW FOLDER and the mod can then be installed using this folder.

Then install into this NEW FOLDER
(not in the folder: C:\Program Files (x86)\Steam\steamapps\common\Fallout 4).
I chose NEW FOLDER: C:\Program Files (x86)\00 FL LONDOND Mod

You need additional mods to make it playable because of the crashes and loading screens.
just copy them obviously into this NEW FOLDER after installation.
These are:
- Buffout 4 (you dont need that anymore due to hotfix 1.01)
- Weapon Debris Crash Fix
- Long Loading Times Fix [Choose: the game version 1.10.163.0 and lower (London)]
(- AND Untertitel auf Deutsch: Fallout London Deutsche Uebersetzung“)
Note:
Reduce the game's settings from Ultra to High or even to Medium.
Otherwise the game will freeze, as there will be very severe FPS drops at random points, so only restarting the PC or unplugging the power cable will help.
Note:
loading screens Fast travel, the game only manages 3 to 4. After 3, the crash is an absolute certainty. So you can play smoothly but you should think about when to do the fast travel because the game seems to have a permanent memory bug-defect.

Individual buggy quests can be solved with console commands
I have had so far:

Most of them are solved with hotfix 1.01
But remember:
- to open the door and terminal, if you can't find the key: open the console, click with the mouse, and "unlock"

I HATE Oblivion Remastered.

- NOT playable on my current old PC
- The new faces are random, psycho, and charmless. I don't understand how anyone would voluntarily spend their free time looking at such faces INSTEAD OF, say, playing "Stormshoot 2023," a Chinese cookie cutter. The politicians from my country are even more handsome actors...

I agree with your central points:
This is really a new game, like New Vegas, using mod feels demeaning. I was expecting one of those horrible...nothing new to see here just some cosmetics. It is deep and makes you feel like you are in London. They covered all the major collectible bases, which I enjoy since I am a completionist.
The vocal and sound score in general, could be missed by novices, but it is truly unique and still gives you the smell of that Fallout 4 Panisha as well. Feels comfortable, like you know most of the rules but there are still surprises.
So far, the whole theme feels harder than you would expect (playing at the lowest mode). Just in the last five hours starting to feel pretty confident. The first forty hours were tough and you figure out quick that melee is the best unless you are at distance. Never did a melee run, but going through the toughest (usually) with my sacrificial blade.
Bottom line: Been playing a lot more than normal because this game is addictive. I am seriously using an alarm so I don't keep playing from dawn to dusk. (retired so that is a thing)
Because these folks probably had minor hopes for a big win...got to give it a 10. Financially for FOLON, a sad 2 or 3? In the world I want to live in, this thing would have gone blockbuster. FOLON be calling banks to store the stash.
Good one you FOLON! (Or BEtHDesta counter insurgency)...this could have been some clandestine software release to open up a whole new modding deal. The Creator thing at a whole new level...don[t focus on users, focus on creators.

There are a lot of those little differences. That main change is just making it crazy difficult to get anywhere. Walls and mazes are a huge feature. It feels real good when you finally figure it out.
Stable as a rock my first 50 hours, but recently starting to run into minor issues. Having to use some console codes because of glitches. (Witch I absolutely needed to kill was in the canal underwater for whatever reason- 10 sec. to death)
I guess I would call it a cheat on this one maze. Can't see, wandering around in an actual maze I finished what I needed with no console codes, but definitely will use at least one to actually find the two missing keys. Apparently, you only need the right two of the four for the "mission" to end. The maze quest remains open.
Bottom line: If you have thought about it, do it. I would recommend paying the $15 for the GOG version. You can downgrade the game in Steam, but it is like NO work if you just get a copy in GOG. The Mod is free. If you could have bought FO4 for $15 when it was just released? Nuff Said.
Reasons for buying a additional copy at GoG is lacking modding skills or lazyness.
