Diamond City Blues Issues (SPOILERS)
Basically this whole post is a spoiler, so read no further if you want no spoilers.

First, no mods. Get that out of the way as I often forget to mention that. No mods, and not interested in any. So, got that out of the way. (Full Disclosure: I do use one "mod" but it isn't viewed as a mod by the game and thus disables achievements, as I use load accelerator, which is really just a single DLL file that makes frame rates unlocked during loading which vastly decreases load times, at least for those who have SSD's.)

I have seen this two games in a row now. I confront Cooke after witnessing the "fight" in the Colonial Taphouse. I speak with Paul, and usually pass the two speech checks that results in me getting 80 caps, and confronting Cooke alone.

When I confront Cooke alone, and pass the speech check to get him to cooperate we agree to go and ambush the drug deal.

Okay, so this is where I tried something different this game from last game to see if I could avoid the issue I had last time. Last game, I just went to the drug deal alone with Cooke, but this game I spoke with Paul Pembroke first and thus all three of us went to the drug deal.

But I got the same result, and I hadn't seen this before and I have completed this quest probably more than 30 times, maybe more than 60 I dunno, I have started so many games I have no idea now how many. But only in these last two games have I seen this issue, and it's not the next gen update that did something, because my last game I played on the old version and this game on the updated version. Same problem though.

I begin the shooting (as instructed by Cooke) by targeting one of the Triggerman, then Cooke and in this latest game Paul join in on the fight. When the dust settled both times, Trish lays dead, Cooke (and in this game Paul Pembroke) survive. And then I speak with Cooke who says he's leaving DC for good and let him go. Then I'm supposed to speak with Paul to split the take.

But it won't let me talk to Paul. In the last game, when Paul didn't accompany me, what happened was I couldn't get the chems out of the boxes (a message pops up saying I can't access those chests yet) and so I went looking for Paul. I found him Diamond City, and he was walking, with his gun drawn, and he walked from DC all the way to where Trish's body lay and just stood there. In this game, he just walked from the ambush site to where Trish's body lies, and in both cases I can't speak with him.

He doesn't highlight at all. I can't even pickpocket him, or talk to him, or interact with him in any way. In my last game I just let it go thinking I would just finish the quest and then see if I could get the chems out of the boxes but I died before I got that done so when I started this game I just tried it a little different by including Paul in on the ambush, but both ways resulted in a stuck Paul Pembroke just standing next to Trish's body. Can't interact with him in any way. And can't get the chems out of the boxes.

Anyone else ever see this? What am I doing wrong in the quest that causes this?

Never ever run Fallout above 60 FPS

written for skyrim but the problem is exactly the same at fallout 4

I'm not running the game above 60 FPS. Guess I should have made that clear as well, sorry my bad. But no, this issue isn't a result of the physics problems because I run the game at 60 FPS only.

Okay, I reloaded from the morning and did it again. Only difference was this time Nelson Latimer lived (the two times mentioned above he tragically died *grin*) and that seems to be what "fixed" the issue. This time as soon as Cooke killed Trish, I was able to get the chems from the boxes as usual.

I don't know if it's killing Latimer that causes the issue or perhaps it's looting his body before speaking with Paul to split the spoils, but something caused the weird behavior. Maybe it was looting Nelson's body prior to splitting the spoils and getting all those caps first messes up the split somehow, I dunno.

I didn't do anything. As I said in OP, I don't use mods and I also don't use the console either, so I didn't do anything, and I didn't even realize he wasn't supposed to die.

It seems I recall in previous games that he died though and it still let me progress. IIRC, what happened those times he tied was I had to deal with lots of Triggermen attacking me inside Diamond City as they were paid by Nelson's father in retaliation for his death.

I was thinking maybe that looting his body prior to speaking with Paul about the split might be the problem as I think I read somewhere that the 800 plus caps on him were part of the split, but I might be remembering that wrong. I play lots of games, read lots of stuff about them when playing them, and can easily get mixed up with precise recollections tied to correct games lol. But I don't think killing Nelson was the problem (unless it is true he's essential and something went wrong when I killed him) because I had successfully completed the quest in prior games when killing him, as I said it results in the father being PO'd and sicking Triggermen on you.

But perhaps looting his body with all of those caps prior to determining the split with Paul messes something up. After I die in this game and start another I'll try to remember to test it when I get that quest by making sure to kill Nelson but making sure not to loot his body until after speaking with Paul.

Or, you know, it's something else entirely. lol But this time, when Nelson didn't die, it allowed me to grab the chems and continue the quest. In the two cases I spoke of in the OP, it wouldn't let me take the chems and it wouldn't let me speak with Paul and it was like "stuck" or something, I dunno.
