now we found a solution to the decrepit state of boston.. just play minuteman radio everywere and the city will be as good as new.
That's fine, I have over 2000 hrs and at least 4 complete play throughs so mods are the only thing that brings me back to playing FO4 now.

it happens the same but skip having them help you and just go towards the end of the quest
pretty good in hindsight bethesda thought ahead and made it a thing on several quests if you already have certain things do certain things or overall forget or skip certain scripted scenes they just skip ahead.
so yeah just clear the castle and claim it as a settlement then the MM quest happens you can just have them clear it out. Wait a few days and Ronnie appears an older ex MM who has combat training helps you unlock the castle and get artillery cannon support unlocked as a buildable settlement item you can use like BoS vertibird support
