Report a translation problem
Rarely, a NPC will spawn in a random location, and then walks back to their assigned point.
Had this happen with Papa Abernathy a few times... go get the locket, and when its time to return it the quest mark pointed me to the atom cats...
But, my game is also heavily modded.
Moveto is a fairly safe command anyway (outside a few specific cases), though you've also got getdistance to tell how far away something is in game measurements, and TWF (toggle wire frame) to do an x-ray vision kind of search, which don't really cause any changes on their own.
As far as finding Tinker Tom goes, don't forget that there are those mattresses tucked off on the path to the other entrance. I don't remember seeing him bed down there, but you never know. He might not be present in the Railroad HQ if a quest like The Molecular Level demands his attention to handle the signal interceptor (if you got the Railroad's help for that).
A week ago I “lost” a settler who was my vendor. I assigned someone else because I urgently needed to buy stuff then built a console that monitors/tracks npc and assigned the missing one to a scavenging station. Then I left. Next time I visited the settlement that guy was happily collecting junk.
Just go do some other quest and then come back and see if Tinker Tom is there.
