Open console and get the ID of the pet
Go to the desired settlement
use the id.moveto 14
click on the pet in the console
setpv bAllowMove 1
addkeyword workshopallowmove
Then select move to the settlement you are at.

Did that quest day before yesterday for the first time. Found the cat DEEP UNDER WATER in the nearby lake.
Yeah that shouldn't happen unless you let it wander around, or something else was there. Normally you'd just head straight for the dead guy on the dock next to the houses there, and not into the lake itself.
Ashes tries to follow a "path" to get to the dock, BUT thanks to the physics engine and items like the warning stand, street cones, cars and what not, items can end up on and blocking that path, resulting in Ashes going every which way to reach the dock...
EVENTUALLY, ashes will appear at the dock... but over the years that damn cat ended up EVERYWHERE around that mash... from in the boats, to under the chair, to in the pond, to in the reeds... even on the roof once!
