The easiest way may be just to buy it on GOG.com (where you get the mod)
Otherwise, you will have to jump through A LOT of hoops to get to work on steam...
And, if you have modded your Steam fallout 4, even a little bit....
Speak up now, to avoid a headache in the future...
Or do you just download an already modded version of the game?
I'm feeling at least $16 lazy. I might get it there if I don't have to lift a finger.
Just pointing out that most people who try to get the FOLON working on Steam are spending more time at desktop than playing, while those that go the GOG route are playing and stable.
So, its going to boil down to your comfort level at modding. But anyways, the best place to find the info you need to do a successful STEAM FOLON install is on the FOLON discord, or the GOG FOLON forums.

I really hope we get a "no-steam-version" of FO4 .exe files !
You still have to download the FOLON mod and the recommended mods, but you don't have to downgrade. The GOG version does not have the next gen update.
There is a manual downgrade option for those of us leery about giving out our details.
You always need to input your details when accessing the Steam download repo's for depot files That is Steam enforced for good reason as it would otherwise mean anyone without purchase proof could get game files they are not supposed to have.
But yes it works but you can also do it from your Steam console as outlined here.

Still a few steps to take.. but you avoid a lot of the issues of downgrading, which seems to be giving most people the issues.
The other big issue is that people are not understanding what FOLON is entirely....
FOLON is not a like a basic mod that you can install and disable at will. FOLON is a total conversion mod, that fundamentally changes the base mechanics, assets and scripts of FALLOUT 4....
IN essence, once you install FOLON, it whole new game, with new mechanics and systems, built on the fallout 4 engine. Once you install FOLON, you can NEVER go back to fallout 4.
And, since it is a total rework of assets and scripts, mods not made for FOLON or adapted to FOLON may not work at best and lead to CTD at worst. IF you modded you Steam Fallout 4 in ANY way, Chances are FOLON is not going to work for you until you do a few things.
1: DELETE FALLOUT 4!
Yes, delete it. Uninstall from steam. THEN go to the steam folder and remove the fallout 4 folder left there. Then go into "My documents/My Games" and DELETE the fallout 4 folder there. EVERYTHING MUST GO!!!!! Nothing of fallout 4 can remain!
2: RE-install Fallout 4 through Steam.
3: Manually downgrade or use the downgrader - there are multiple downgrader options on Nexus. explore them to find the best for you.
4: READ THE FOLON INSTRUCTIONS!!!! Then read them again. And again!
Follow every single step exactly! No short cuts, no missed steps...
You do that. and FOLON should work on Steam....
OR
Buy it on GOG, and skip to step 4. That is basically your options.
I own starfield too - but NEVER give a cent to bethesda anymore !
