I find that typically, when there's only the "Manual" download option, you have to first choose the files you want, and after you've done that, Vortex does the rest.
I find it annoying as well but for some reason a lot of fallout mods on nexus just don't work with vortex, and have to be done manually.
Nexus started out as a fansite for Morrowind modders and branched out from there. The most mods there to this day are probably all Bethesda mods.
Old-school Bethesda modders still use Wrye Bash which is still in development. It's the most powerful mod manager for Creation Engine games. Probably some of those old-school mods need to be repackaged from BAIN to something Vortex can recognize, or may be missing something special to download directly into the mod manager.
I spent a lot of hours repackaging mods so they'd work in Wrye lol! Never knew anyone had to repackage for Vortex, but then I've never used anything on a Bethesda game but Wrye.
Heck, its THE mod manager of Nexus - the only one they support in house!
But as others have also pointed out, its not the preferred tool of older Bethesda modders.
Vortex is a strong mod manager for the beginner: its easy to understand, easy to use, and install. But that also means it comes with limitations.
Now, as to Vortex and FOLON:
Vortex was designed to keep your original game files "safe" from being manipulated by mods, so that you didn't have to worry about broken files, or corruption of base assets. And this is a good idea for 90% of modders out there, and 95% of mods in general.
HOWEVER, Folon was made by design to override certain baseline game files - a function Vortex was EXPRESSLY made to stop...
As a result, the Vortex team -at this time- is unsure if Vortex will install FOLON, and are looking into coding a work around if it does not. (testing underway)...
It should be noted as well: the FOLON team is also unsure if MO2 will install FOLON correctly as it too uses a "file separation" system to preserve game file integrity. (Again, testing is underway)..
Some people are claiming you can install FOLON through MO2, But, its unclear if its actually working (just because the mod and game start and loads, doesn't mean the game/mod works as intended.... missing assets, files, textures, and scripts are all still possible, leading to a corrupted game only after hours of play)
As with any of these huge mods are basically "rewrites" of a game: its never easy to install, or to remove. (looking at you Enderal, Tale of Two Wastelands, Forgotten City, Etc)
