There is a random rare encounter you may have found outside, though, who may be sent to a settlement but then defy any commands and just kinda do their own thing as far as I've seen.
It does feel weird that a lot of the people you rescue need mods to be actually enabled as proper settlers. I have one for Jenny the synth you pull out during the hunting the courser mission, and one that takes the inexplicably not a settler at Egret Tours Marina and makes her one.
Missed opportunities for that kind of thing all over the place, sadly.
*edited* unless you mean the Finch farm people? There are a total of four if you rescue the kid who made the poor decision to join the Forged, though I've only ever been able to get him to do guard duty at the farm.
Or did you not talk to him after he was rescued? He will thank you, iirc, and then leave.
For example, the raiders vs settlers encounter. If you engage in combat with the raiders then the settlers will join you if the leader survived and you have no population in your settlements. If the leader of the three dies no dialogue, if you have even 1 population the whole dialogue does not happen.
One of my play throughs I had one of them mods that let you push a button and summon spawn settlers. When I rescued them I used to use the button for each I rescued.
I didn't realize the conditions for those randos, what a mess. :/
and by random encounter you mean that girl that you can save from super mutants? yeah i sent her to sanctuary but she never arrived so its pretty glitchy
the other guy would make sense if he dissapeared since he was not meant to be saved (i think)
Literally the only way to even find out was to NOT populate settlements. Given the Museum Monkies are thrown at you ten minutes into a game makes it very easily missed.
