It depends on what specific mods you think you want to add.

MOST of them WORK just fine with the current edition and now that it's been out a while some individual mods are being updated. Many new nexus mods are ng-friendly / required anyway.

It's up to you - I personally would not recommend trying to downgrade because it's probably more of a mess for yourself anyway. You'd also need to make sure that you're running not only the right game version but the right mod organizer and F4SE versions, and when downloading making EXTRA sure that you're getting the correct versions of any mods.

It's not worth it IMO. Most mods have been already updated or don't require an update to the next gen

No correct answer, as there are problems with both.

All new mods will probably be NG complaint. So going forward everyone that wants "new" mods will have to run NG. Also, most of the base mods are already NG complaint. So there is no problem if starting fresh why you wouldn't go NG.

Or the Con side. Some mods will never be updated as those mod authors have moved on and are not coming back. NG has a character issue that affect the NPC gen data leading to stutters -Bethesda needs to fix it- So if you were thinking of mods that change NPCs (many "beauty"mods" then this could put your modding ideas to a dead stop.

Either way you decide to go:

READ THE MOD PAGE FULLY
Seriously. Read. It All. the front page, the post, the bug reports. Read all of it. becuse if you don't you could waste 100 hours chasing errors with a simply reading the post would tell you the mod is broken...

INSTALL ONE MOD AT A TIME
You may thin you are saving time by installing 50 mods in one go, but when the errors hit, what mod caused them? So now you get to go back and play with the last 50 mods until they work... Good luck.

USE A MOD MANAGER
Vortex, MO2 are the two most popular, you want help? use one of those 2. There are others, but people use them less and thus can't offer help.

NEVER ADD, MODIFY, REMOVE A MOD MID PLAY THROUGH
Thanks to how much info get baked into a save, doing any of the above is just asking for a corrupted save. So don't do it.

Well that answers my question, thank you
Only other thing is besides nvse and the unofficial patch what else should I install?

I might for Fallout:London, the more likely option I will take is just pick up a copy on GOG so I can play the new mod and still continue on some of the current mods I have been using on the steam version.

what do YOU want?

I mean, it's your game. Your experience. Only you know what you either want or NEED in your game. I can't live without a hundred different settlement mods and items for them. you might not like doing building but maybe want guns. no idea.

Only mod "fixes" when you KNOW you have the problem that needs fixing. Putting some mods in, including the unofficial patch, can introduce more problems than they solve, so just be keenly aware of whether your game HAS the things that those mods 'fix'. And like taking medication for an illness: side effects can be deadly.
