Let it handle the load order if you don't know what to do. You can use it for a number of Bethesda games.

Mods or mod incompatibility.
or
Graphics settings or drivers.
You said your fps was only an issue in the settlement editor/builder? That would point at mods that affect that. If you have a bunch of mods that add to the settlement menu, it will be slow. You might not be experiencing anything unusual.
Sorting the mod list won't increase efficiency.
Opening the workshop is the heaviest script load. Scripts use cpu. All mods use cpu too to varying extents e.g. via new scripts in the mod or the game's inbuilt functions. Objects added to the game will add load.

The 6700k is still a capable cpu but it's not much better than a 4790k. So go easy on the mods. Overclocking might give you a small boost.
Also, I would remove the ifpsclamp setting. It tells the cpu to slow down the game. Setting the fps in the driver is probably a better solution. I doubt that you will see an fps improvement but I think it would be more efficient.
A telltale sign the cpu is under the pump is the time that it takes for events to be processed. For example, if you assign a settler and the confirmation message isn't immediate then it means the processing has been queued behind other scripts. The unofficial patch and kinggaths workshop mods might help with this.
There is a script monitor mod that tries to assess the fps impact of the scripts running at any point in time.
The problem might be worse in "triangle of death" areas. Multiple sites within the ugrids range.
Would a faster cpu solve the problem? To some extent but script processing is fairly clunky so there will be a log-jam effect always. You can increase the time available to scripts, but that is unlikely to change fps. Hopefully a new engine will appear which will use the available cpu threads more efficiently.
