Covenant, Penny isn't opening the store?

I haven't played this for years, but this never happened.

I was let into the town, but Penny is busy: Welcome to stay or whatever she says a million times, so it was night time I thought. Next morning I go there by 10 am, the store is closed. The next whole day by waiting, the store is still closed? She is in there and the scientist lady too, but they won't open the door for me.

Next 3 days sleeping in the town, the store is still closed? What is this about?

Yes, this has always happened to me. Not sure if this is a bug or what but the door is always locked if I come back after my first visit. I can see her behind the counter but I can't get in. Now, I time my visit so that I arrive there midday, speak to Swanson, and then immediately go to her shop. I buy what I need, have a conversation with her (gossiping about Dan) and then I never have to speak to her again.

I have never looked for a solution online since it was easy to work around, which means I don't know if this is common or if people have found solutions. The only thing I can think of is to roll back a save and get there in the morning or early afternoon, and make sure you visit her as soon as Swanson lets you in.

Once you take control of Covenant you won't be able to use Penny anymore for shopping because everytime she goes behind the store counter and you try to interact with her you just get the trade items dialog.
Covenant is not a good place to shop not sure why you are wasting so much time trying to use the merchants here.

I usually get to barter with her after I talk to the doctor in the same building first. Not sure if that will always work, but it has for me.

The door being locked however, can be a issue. Not tried using the console and typing in tcl and walking thru it. But that may be one way to get pass it. If you do that, need to type in tcl again after you get thru the door. It is certainly a frustrating issue and there is no logical reason for it.

She sells a very nice helmet, which gives +1 to charisma and intelligence, if you want those extra stats. Really good for early levels.

Well, a legendary shotgun that staggers what it hits is a somewhat decent reason to shop there. She also sells a legendary helmet. (Granted the same things can drop from any legendary creature, but the chance of actually getting a staggering combat shotgun or a sharp combat armor helmet is rather low.)

Oh I didn't realize she had anything useful but maybe 800 hours ago when I first went to covenant I may of gotten those items.
I certainly can't access them now she won't sell me things anymore as I mentioned.
As for getting locked out, well that's easy. Go pickpocket or possibly even find the covenant shop key in one of the houses there and you can easily go into any locked door in the settlement.
I have a covenant shop key so anytime a door locks I can get in if needed. They don't get hostile about it if you are allied with them.

Penny will not open her shop until 8am.

To get the shop to open the door you need to wake up at like 6am when the NPCs wake up. Then one of them will walk through the door and unlock it.

Penny can also get stuck in some places and she only barters while at the counter. Passing time waiting may move her.

You will want to buy from Jenny at least once to purchase the 'Destroyer's Helmet' and the 'Justice' combat shotgun.
The former is a better version of the combat helmet with DR 12, ER 12, CHR+1 and INT+1.
The latter is a better version of the combat shotgun with the stagger effect.

I can totally understand OP if this bugged out.

I know she worked properly when I first got there but now even when shes behind the counter i get the trade items dialog but good point maybe it wasnt the right time of day for buy/sell

Try leaving town for awhile and coming back during her regular business hours. She only keeps open between the hours of 0830 and 1730. After 1730 she will talk to you, but she won't bargain with you. She also takes breaks during her regular work hours. The only thing you can do is sit on her couch and do a fast one hour wait until she reopens the store. Penny is actually one of the least reliable merchants in the game.

Waiting to opening hours didn't work, travelling back to Sanctuary didn't work. Waiting for 14 days and going there now and again, didn't work.

So I reluctantly used "tcl" just to get through this, and yeah, I got my shotgun and a helmet I never knew existed. The price went from 4200 for both items to around 2000 by (ab)using Grape Mentos and some clothing and beer. Now I'm a happy guy! :)

Btw, I'm only level 7, so I needed something to make a difference this early.

Using a Stealth Boy and lockpick the door at night might have worked as well.
There's an extra key to the shop in the cash register in case they lock it again.
