LOL. Good one, but I believe the Enclave is the official remnant of the US government, not the UN. That's not to say that they bear any resemblance to a Democracy.

I have read other posters saying not turning them off, will result in the Enclave still coming for you. But I have left them on the last two runs I have did and after finishing the quest in the glowing Sea, they never attacked again.
The only time I've seen Enclave troops after doing the quests was in a random road encounter that had a pair of soldiers in power armour. I'd turned the camp towers back on just in case, but I don't know if it was required or just coincidental.
Well, that's the trick: don't finish the Glowing Sea part. Then you will have unlimited Enclave Power Armor to decorate with, and perhaps give to your settlers to equip during raids.
FYI, the Chinese Grenade Launcher is by design used to chew up the power armors, and they are very effective for this. I think they are less effective against normal troops, surprisingly, but will still kill most things after 2-3 grenades. You will need to replace the frames if you want to display them intact (or steal them using the fusion core method).
