Since Ron travels, and can be killed by mobs.. AND you have your system cranked up so high, more then likely what has happened is Ron died and De-spawned.
2. You did not enable him, while not in game Ron is disabled.

If Ron has already been killed, will the enable command work? I didn't realize that he wasn't essential.
If it is dead then use recycleactor on it.
I tried that and then I tried player.moveto 192357.
Then I tried enable 192357.
...and then player.moveto 192357 again. Twice.
I can't reach him.
Do you think he's gone for good?

do as peon said... move the npc to you instead of moving you to them.
first, you won't end up in a gunfight risking a mortal npc being caught in a firefight.
second, if the npc is not enabled nothing will happen, enable the npc first, than try again.
you moving to ron instead of moving ron to you could have get you stranded into the encounter holding room... and there are, in fact, NPCs that are neutral towards you but will kill each other on sight if they get the chance.
but oh the shame to have to go onto a public board (i actually had to mail the developer) and ask humbly how to get out of the loading screen cell...
it was a remarkable experience... long before steam.. when we still had plenty physical copies of our games.
