No need for mods like these. Just open the fallout4prefs.ini and look for bDoDepthOfField=1 then change it to bDoDepthOfField=0
You may have added a different mod that affected the water or textures, lighting, or other features like depth of field or whatever else. You say two other mods of the same type, and... were you attempting to use them at the same time? Only one mod has a patch that works with Clear Underwater View, the Clean Water patch.
I was using '' Clear Underwater View '' first ,when realised it wasn't working , I disabled it . went searching on Nexus , found 2 similar mods that didn't also work , they were first disabled and eventually all three were deleted off my mod manager .
The only weather mod i was using at the time was '' Vivid Weathers '' with an optional
holotape to change the weather conditions on the fly . I was using this mod for years as well ..
FO4 Prefs .ini , Found it under the heading '' imageSpace ''. edited the 1 to 0 , but for some
reason I could not save it . Now I'm aware there may be a second file , I try looking for it when I finish supper .
the trick is to edit the file , then got to '' file '' ( top left ) ,press '' save '' and done .
W11 is a another headache I'm slowly learning to use .
