The only way you can turn off certain things like godrays is to MANUALLY set them ALL to "low". Then work your way back upwards until you're satisfied. But it won't normally allow you to turn that feature off at all if you just let it self-detect.
Weapon Debris MUST BE OFF.
The rest is 100% up to you. Only you know what you're looking at, whether you want more or less detail, whether one feature or another hogs too much memory or slows it down. Definitely be PLUGGED IN while playing, and keep that puppy cool as much as you can. Since this game relies heavily on the CPU that's also something you should make sure has the right airflow and power settings. (performance, not economy)
I will always nuke godrays because boy howdy they are garbage in this game.
I use the following text in my Fallout4Custom.ini file:

Edit: not a fan of Motion Blur or Lens Flare either, simply as a personal preference.
Find out what's limiting your system and adjust your settings to it.
But with a mobile 3050, you want to save VRAM. 4gb is a bit low nowadays.
So don't use the HD texture pack,
Don't go above 1080p.
Textures shouldn't be set too high,
enable vsync to 60, max 120 Hz.
Turn off weapon debris.
Adjust the rest at your own taste.
