I highly recommend this mod I have put so much of these parts into my settlements since picking it up, they're BEAUTIFUL.

Which means your INI file needs this like in the Archive category:
Both for Fallout4.ini and Fallout4Custom.ini.
Did so. And no go no so far. no where near the two cabins just outside vault 111 I can find the magazine. Got the Settlement Objects Expansion pack water tiles to work and build my pool.
The magazine gives a perk.
The perk unlocks the building stuff.
So all someone needs to do is figure out the name of perk being added and add it with the console.
Hopefully some enterprising folks will pick up and realize hey there's actually good ideas let's revamp it.
