Like, wait a couple days, come back later. let it respawn.
There is a possibility that someone is under the map, so the respawn and wait thing is all I got for that. Otherwise it's busted, and you might need to temporarily suspend your survival run to use the console a couple times to KAH kill all hostiles in the area until it clears.
There are some enemy down in the boat docked there.
If you still can not get it done, this console command will allow you to revert back to Survival after lowering the setting.

I would not do it for one settlement. There are a lot of them available.
I did one, pure ( no mods, revert back console commands, etc. ) Survival play run to level 71. I am glad now I can say that. It's personal feeling. Does not mean anything to others. So stick with how it will effect you.
That is actually not helping you at all. If it is because one of the required enemies didn't spawn properly, then going back that often does nothing. You have to stay away from the area entirely for long enough for the area to respawn. Coming back every couple of days would do nothing but start the timer over.
All these experts saying "use kill all hostiles" aint going to help you because the ghoul is not hostile until you open the door and it wakes up.
There is no locks or stages when you acquire normal settlements.
The only ones with a locked progression are:
- Boston Airport (requires the BoS arrival in Act II)
- Bunker Hill (requires Battle of Bunker Hill occurring in Act III)
- Mechanist Lair (defeat the Mechanist)
- Nukaworld Red Rocket (restart the power plant in Nukaworld)
Populated settlements can be acquired at any time IF they have a help request generated. The Slog and Nordhagen Beach can be slow to generate that request.
Perhaps the OP needs to go back to Nord to report? and THEN go back to Kingsport?
