It's worth noting that the respawning of clothing may not happen if the NPC is left wearing anything at all. For example, leaving Proctor Quinlan (of the Brotherhood of Steel) with even just his glasses may be enough to prevent his clothes from respawning. It's also best to take any other clothing they may have in their inventory, even if they're not wearing it.
Just don't try your new skill on Maxxon; everyone wants his DR50 battlecoat but you gotta kill him for it. :-) (or the console)
But rather than relying on inventory respawning, nowadays I mostly do item duplication with a manufacturing loop of vacuum hoppers and conveyor storages, since it can duplicate all sorts of items and works quickly if I get a good rhythm with my timing.
