You could try adjusting the different sound levels in the games settings to narrow down what group is causing it for example if you turn down music or sound effects and the sound is reduced in volume it will narrow it down to the group of sounds adjusted by that setting.
Sound files can get stuck, atmospherics are usually tiny, less than a second, and if they get stuck "on", just open the console ant type fks (force kill sounds). It'll shut up everything, so do it right as your transitioning from one of those interior/exterior doorways, and should be fine on the other side.
I actually had to change the cable to my speakers to eliminate a hum noise apparently the shielding was poor quality and it was picking up some magnetic noise kind of like those old am radios do when you get near power lines.
