Having framerate issues. (It's too fast).
So, after getting my new graphics card, a Geforce RTX 2060 Super, I decided to try and play some Fallout 4. However, my FPS was gimped to around 30 FPS, so I changed the Fallout4Prefs so that iPresentInterval=0, and went to my Nvidia control panel to make sure Vsync was set to Adaptive.

My problem now is that the framerate on the main menu, lockpicking, and so forth is over 600 FPS, while the normal gameplay hovers between 60 and my monitor's refresh rate of 144. I can only conclude for some reason that the Vsync isn't working. How can I fix this? It's making lockpicking damn near impossible.

I can't offer you any ingame solutions (iPresentInterval=0), but you should be able to force a maximum FPS value via the Nvidia Control Panel.

Under Manage 3D Settings, choose the Tab Program Settings and choose the fallout4 executable, write the value of 60 FPS in the Max Frame Rate entry.

If the solution via the Nvidia Control Panel does not work, try Rivatuner Statistic Server (RTSS). RTSS includes a very compotent Framerate limiter.
MSI Afterburner comes packaged with RTSS and offers a multitude of functions.

Go to Nvidia settings, 3D settings for Fallout 4, and find V-sync. Set it to Half-Adaptive.

This will cap it to half your monitor Hz, which should be 72. I have RTX 2060 and my game is fine at 72.

This didn't make any difference at all. Part of my problem is that the Nvidia 3D settings don't seem to be working, period.

I also tried setting vsync to On, and it didn't make a difference.

Hello

It sounds like you have a graphics setting on that shouldnt be like resolution scaled up from native or Anti aliasing set too high.
Reset all settings to default in game and in Nvidia control panel and start again. Also make sure your drivers are up to date and your monitor is plugged into your Graphics card.

Set iPresentInterval=1 in your ini files. This will limit your fps to 60. Anything above 60 will break the game physics and other things like lockpicking. This is a bethesda game after all :)

Not if you have a 144 Hz screen. Setting it to 1 puts my fps to 48 which is really annoying. Personally I have set it to 0 to uncap fps and the game runs just fine. Lockpicking is a bit annoying but doable with around 150 fps. Not sure how OP get's 600 fps unless he is exaggerating. But then again, I'm playing heavily modded and on settings higher than default ultra. Luckily due to this, my fps usually is around 50-80 fps outdoors so in a range that's doable for the engine. Only lockpicking and indoors it can go higher but I haven't noticed any drawbacks yet expect for lockpicking, where I need to be a bit more careful.

I can't offer you any ingame solutions (iPresentInterval=0), but you should be able to force a maximum FPS value via the Nvidia Control Panel.

The load accelerator mod or an enb can limit framerate as well.

I tried the Nvidia Max Frame Rate setting and it worked like a beauty; set it as close to 60 as possible.

Thank you! Thank you! Thank you! For a while I thought my new pc was taking a dive. Fixed my issue. I have a GeForce RTX 4090. This worked for me.
