why are some characters naked

Its a bug thats been there for a while.

Seems the 1st Update has brought it back.

Pretty common bug. I've always had the occasional trader, or settler, just randomly be naked for the rest of the game. Since day 1. Had it happen in SF as well.

Yes . I have had this bug in 3 play throuhs. If you try to pickpocket them depending on the number of days past I have found up to 200 plus sets of cloths . Increasing 1 every day.

It's a bug that occurs when you 'free' the slaves. You see, they're supposed to just take off their slave collars, but the bug causes them to get stripped of everything instead.

Guessing its an issue with hooded body wear and them also spawning with a face mask of some type. Could also be Eyewear. The hood on the Outfit conflicts with face gear.

for me it only happens when you encounter already dead NPC's bodies on the ground. for me, the mission at the insane asylum had tons of enemies dead on the ground outside missing clothes.

the invisible body fix mod solved it for me. then again I haven't played with the update. I am still running the version of the game before the enclave update.

Never seen it on Gunners but I've got the Nuka World Traders and some Caravan Guards are also Naked, No Mods for me also so its not that.

funny thing for me though is they still have the slave collars but now they're naked also idk why but hey they're free to do what they want now:)
