If you mean `life` like fish, yea it's very disappointing, especially since you see things like mutated half-dolphin/sharks and fishes that have washed up on the land.
BGS has never really bothered with adding much in the way of detail, life, or content of interest under the surface of its bodies of water. They’re largely just there for show.
There are some mods which adds things and creatures, Mutant Menagerie specifically adds a few aquatic animals, but just remember - there is no underwater combat (I can’t remember if melee is even possible under water), so if you add a couple of creatures to the depths and go swimming your only option is to swim to shore.
