by default if you disable vsync (either by altering the games INI files or forcing it OFF in the GPU driver control panel) you mess up the game speed / physics.
if you force double or triple buffering you may end up with a framerate that is HALF or a THIRD of your Monitors refresh rate which is why some people get locked at strange framerates like 48fps (144Hz / 3 )
the High Physics FPS Fix bypasses that and makes the game MUCH better.
when F4SE is broken by an update (such as will happen on Monday) then use
LOAD ACCELERATOR https://www.nexusmods.com/fallout4/mods/10283?tab=files
and in the INI file set FPSLimitInGame = 82 (for 165Hz ) or 72 for 144Hz
going over 60 a 'little' won't wreck the physics and will be a lot smoother
I should add that I disable the games vsync by setting iPresentInterval=0
in both Fallout4.INI and Fallout4Prefs.INI in
Documents > My Games > Fallout4
