They are quite hostile there. If you check in VATS they are already red.
Oh wait - did you see they were red in VATS and fire in pre-emptive self defence? They may have been red in VATS and even shooting, just not at you.
That quest has many oddities. One is that it's an example of NPCs being red in VATS but they don't attack (unless you do).
It could be, that I've took a mutaberry in my previous visit, but then I was still able to talk to everyone in a civilized manner. They didn't turn hostile when I took it and strolled through town. They only turn hostile now for...idk what reason exactly. Haven't been there for at least an ingame week. The only one who is not hostile towards me is Deezer and his lemonade.
Someone should have known not to release that update just after the TV show aired either. That was dumb as a lot of new players are trying to get into it.
You can kill them all and still follow the quest, though it's less interesting that way and you have fewer options.
That is a radiant quest. Radiant quests are randomly generated, infinitely reoccurring quests to add endless amounts of filler quests tot he game. There are no end to them, and you will quite likely do the same ones over and over again.
But those old bugs weren't addressed either. And even the widescreen support was lackluster.
That is how settlement quests work, yeah. Just wait until the kidnapped "settler" is actually a brahmin or fully decked out sentry bot, or the brahmin is the one that sends you to rescue someone. Bethesda game have some issues at times.
