However as OP has no quest marker at all that's likely the problem.
Some missions you have to kill only the boss, some you have to kill multiple designated targets with quest markers over their heads, some missions you have to kill everything. It depends. This one is a boss kill mission.
I have many times just done the one guy, quest complete.
One is that you already killed the boss before you got the quest. I'll be honest I don't know what happens in that situation.
Second is you are not getting a quest marker, either on the location or on the target.
One guess is that this quest which is usually at Corvega has been moved somewhere else because Jared is already dead. The game does do that.
When you go to Data - Quests and select this mission and press Show On Map, does it by any chance jump to a different location, not Corvega?
Also - did you go to the affected settlement first (usually Ten Pines Bluff but not always). You don't get the quest marker on the target location until you go talk to those people first.
The problem is you recently cleared it and the game did not repopulate for the quest. It is a VERY common issue with radiant quests.
Have to console it or wait for a respawn.
That is okay though found out if you go grab Oberland and Ten Pines before First Step the idiot sends you to County Crossing.
Hi, I cleared it when I started the game, I was level 10. Now I'm level 70, it's been a while.
I tried spawning Jared with a console command (player.placeatme 000D3C53). It spawned Jared, I killed him but it didn't update the quest.
Also, I've got the quest after talking with the settlers needing help.
And no, it doesn't show me the place in the map. It only shows me my current location.

Ive wiped out locations, but dont get the "cleared" tag on it.
I was thinking I had to get the "quest" before hand.
It is a radiant quest, you can be sent back to a location multiple times. They have a good chance to bug out if they have been recently cleared.
Also keep in mind every time you enter a cell you reset the respawn timer. So you would want to wait extra for a respawn or save scum back to before entering and waiting longer.
The quickest and easiest way would be to finish the quest with the console, since it is only a radiant.
The first step sends you to tenpines bluff first and then tenpines bluff sends you to kill Jared who lives inside corvega.
However you got the quest clear corvega from settlers which enlists you to kill all the raiders inside the plant.
Jarerd's story and terminals in Corvega are linked to Mama Murphy and the Minutemens flight from Quincy to Sanctuary.
The First Step quest can send you to a lot of different locations, all over the map, depending on when you decide to do it and how far you have progressed in your game.
When you (if you) get the Corvega Loacation a second time, there will be no Jared Boss, but there still should be a 'boss' at the end that triggers the quest complete flag, AND the location should NOT be cleared in advance.
I got this problem in the Back Street Location east of Hangmans Alley once, i had cleared it, and then some Radiant sent me there before the location was respawned and it was empty.
Advice is to avoid it for a long time, i play on Survival and thus the regrowth of Cleared locations take a lot much longer. Eventually it will regrow and be 'uncleared' again. I actually did all of Far Harbour when this happened to me, when i returned to the CW most loccations (if not all) were respawned.
The question is: are you doing the quest to get a settlement to join you, or is it another radiant quest? If you are told to go there by the folks at Tempines (or any other Un-claimed settlement) you hare bugged out.
Bored P mentions finishing it via the Console (for games not Survival) and that i recommend just to be free of the headache this gives you. The wiki has the needed info on it i think.
