Anyway good on you for actually raising a ticket.
And Bethesda doesn't pay attention to these forums (although their fanbois do), so making a ticket is the only way to fix my vanilla game. I really don't want to mess with mods, for the obvious reasons everyone using mods have stated.
Maybe try browsing thru the discussion page here. There are tons of posts that help, and chances are its something you overlooked.
Youre going on about how its effected you, but alot of other people arent having any of those problems what so ever, save longer load times.
You said you reinstalled, but before that did you nuke EVERY FO4 folder? Like the one in username/appdata/local? you gotta get that one too.
There was one player that was stuck at low FPS, and he discovered that it was because the game window was stuck in the background, Windows was messing it up. He got that fixed and its fixed his problem.
Do some research and checking for once.
Edit: Microsoft gives orders to Bethesda CEO (Todd Howard) to shutter those studios. Bethesda still is a company, even if it's a subsidiary of Microsoft.
Then everyone would be having that problem, which they arent.

Think for a second. FO4 is a game, using an engine when 60FPS was the standard.
Youre trying to force a game to go beyond those limits, and youre actually complaining when it cant???
I'm running 60FPS, mainly because thats what my monitor is limited to. Even if it wasnt, the game runs at 60. Thats what it was designed for.
If you know what to do(your Strike 1) Then MOD IT. You seem knowledgeable enough to do it. Guarantee you will have support from others looking to go higher than 60fps.
time to downgrade my friend, i'm sorry to say, but this most recent update is kind of dogsh.it in comparison to the last version of the game, it runs a fu.ckload better, still very flawed and buggy, but far better in comparison.
all i can do is recommend something like this, it may not be as simple as a bethesda update, but it's a hell of a lot faster in getting it to work.

I have never used mods since this game first came out, and I have no plans to do so, unless Bethesda gives up and never fixes the game. I have no interest in spending more time fixing the game than actually playing it. The mods are more trouble than they're worth to me.

Did you ever think of going into your Nvidia control panel, selecting Fallout 4 and forcing it to 60 FPS???
I'm guessing you didnt.
You are not going to drop frames and crash if you limit it to 60fps.
The update changed how things are handled:
#1 With the new update vsync cannot be set to 0 anymore, it has to be on.
#2 Graphics card control panel options take priority over the INI files and game settings.
