Game runs incredibly smooth, and load times are near instant.
I keep seeing people hammer down on the game for being a slug especially when using mods, but the game after installing Load Accelerator runs fine for me at High settings in 4K. 5-10 seconds to load between instances.

Buffout 4 seems to work OK, but it hasn't been updated in several years, YMMV.
Every player is entitled to buy a game and it should work. Having to install 'fix-it' mods is a disgrace. Some users installed the load accelerator and were delighted with the results. I tried the same and found no difference whatsoever. Clearly there are other factors, but as I say, I'm not a skilled mechanic, just a driver. I play games. And if it takes hours of research and experimentation to get a faulty game to work (with no guarantee a fault won't break it weeks down the line as it did with me,) I'm inclined to move on to some other game. I'm undecided at the moment. I've loved Fallout 4 for years but I'm gutted at the moment.
I'm just saying, I resent posters here blaming players because they don't know enough to spend a few hours fixing up an unreliable game.
The game is running fine for most people on vanilla and for many it's running fine with mods. Those people don't come here to complain though.
Are there some vanilla issues with the update? Yes. Primarily around the frame rate being not as high as some had hoped and problems trying to drive it higher. Other issues yes but nothing really game breaking.
