They are against anyone not in their numbers, and generally an outsider is not getting in, especially from areas they didn't control
Bad explanation is that they are mandatory evil you don't get to join due to plot reasons
I understand the Enclave is trying to protect its own country from threats, right?
So the Enclave is neither friend nor foe. They act entirely for their own interests, right?
You could say that about any of the factions in Fallout, down to Raiders and Ghouls in Necropolis
Enclave just happens to be the most isolationist, extremist and genocidal group out there
