Nuka-World Main Quest Line is Broken at The Grand Tour
This is all because A Magical Kingdom will not start as a sub-quest of The Grand Tour. Which means I can never clear Kiddie Kingdom, assign it to one of the gangs, and complete The Grand Tour.

I've tried going back to a save just after finishing The Gauntlet, working my way up to The Grand Tour and going straight to Kiddie Kingdom to start clearing it out. But the quest doesn't start so I've tried forcing it to start with the console command startquest DLC04_KiddieKingdomMain. Doesn't work, the quest doesn't start.

Fine, I'll force the end of The Grand Tour with the command completequest DLC04MQ03. Okay, that quest is done. But the following main story quest hasn't started. That's fine, I'll manually start it: startquest DLC04MQ04. Crap, it didn't start. Probably because Kiddie Kingdom isn't cleared and assigned to a gang.

I've tried going back and executing a console command to set A Magical Kingdom to a particular point along the quest, i.e.: setstage DLC04_KiddieKingdomMain 200. But this doesn't do anything, I'd assume since the quest never actually started.

So I'm at a loss here. I can't proceed with the main story quest in Nuka-World because of this. Any ideas on a solution?

After you have changed a dozent time different queststates? No.
Reload a savegame far before that has happend, directly go to kiddy kingdom and check if it then starts. Did that questline multiple times and never had such a problem like that. Nuka World specific mods?

No mods at all, I even went so far as to validate the installed files through Steam. And all attempts at starting quests or changing quest states have been after loading previous clean saves.

I guess as a last ditch effort I could find a save from before I even made it to Nuka-World. I'd lose a lot of community building in the Commonwealth, but at least I'd know if that solved the issue.

Oof, last save before I even made it to Nuka-World was before I finished everything in Far Harbor or built my high rise in Sanctuary. That's going to hurt if that's the solution.

No dice, loaded a save before I'd even discovered Nuka-World, went through the Gauntlet, killed the old overboss, met with Gage, picket up The Grand Tour quest, made Gage my companion just in case, went straight to Kiddie Kingdom, and the quest didn't start. Tried to console force start the quest failed.

I'm at a loss as to what else I can do to get this working.

For some reason if I have to use the RefID of an object that includes the two digit DLC Code at the beginning, it never works. So theoretically, that xx value should be between 01 - 06 depending on what DLC's you have. I have them all so the RefID for Oswald the Outrageous should be exactly what was referenced in your link: 0603d64b. But when I enter the first command chagrinnn describes I get the following:

Fine, I'll go through every possible iteration from 01 - 06. Nope, same error for all of them. But there has to be a correct RefID. Should I start going through every possible iteration from 00 - 99? Looking at the rest of the object codes, it would appear to be hexadecimal. So theoretically it could be from 00 - FF.

I really appreciate it though. Damn, I wish it had worked.

Perseverance and above and beyond the call of duty was kind of my job for more than a couple of decades. LOL
