Trapped in the institute
I am currently in the institute and can't leave, I have sided with the brotherhood and am in my initial exploration of the place, I now wish to leave and it won't let me, some things to know;
-I got the serum
-I convinced Dr Li
-I used the data scanner holotape
-My only task now is to leave, but the emergency relay button just says offline

I'm not trying to fast travel just to use the button, is the only way out by fast traveling or do I now have to get the chip

Using fast travel should be the normal way. You do have to get Dr. Li to install a courser chip in your Pipboy for that, and may need to have spoken to all the division heads as the "Institutionalized" quest wants, and I guess make sure that you didn't leave the network scanner tape behind in a terminal after using it.

There is a known bug where, if both From Within (to recruit her for the Brotherhood) and Institutionalized (to meet all the department heads) are active at the same time, Dr. Li may not give you the necessary upgrade to actually leave the Institute.

Once you have that upgrade, you fast travel in and out of the Institute. If you didn't get it, you can instead attack anyone in the Institute and you will be kicked out.

Despite talking to everyone and being friendly and "agreeing" with them, am I still allowed to blast them all the way to Timbuktu
