How Does Persuasion and Stealing Work in Fallout 4?
So, some games use those stats to give you a chance to do what you want, others it is just a threshold to be able to do the thing, for example...

The "chance" system means it's a chance from 1% to 100% to succeed in what you want, maybe the target has some resistance, but, in the end, it's a 50/50 coin toss that, if you save and load, like in Skyrim, you won't ever miss, it's just boring to keep saving and loading.

The "threshold" system is just the minimum required number to succeed in what you want, it goes from 1 to 100, for example, and you need a minimum of x to do the thing, you won't ever miss if you have the minimum requirement.

So... How does persuasion and stealing work in Fallout 4, it's "chance" or "threshold"?

Charisma is the main factor deciding your persuasion outcome. A Charisma level of 9, gives you a really good chance to succeed. 11 is almost 100%. Depending on the circumstances.

Stealing when others are around is based on sneaking skill, which you need the perks for it and lots of Agility to increase your chances to succeed.

I don't think it is ever 100% in all cases. But, I could wrong.

(Skill threshold must be met), then; Chance + Skill = Better Odds.

Orrrrr he can carry certain items not stashed to secluded areas and ''steal'' them without anyone noticing.

It has been confirmed going over 10 the skill check can not fail.

Lol. Yep. Other than pick pocketing, I don't steal very often. Don't need to actually.

I can't dispute that. I do know it seems if my charisma is 11, I never fail that I can remember. But after 4000+ hrs in the game, I also tend to forget what some things have happened. :p

Anyways all your special stats aside from perks have influence over some aspects of your gameplay charisma manipulates how easy the social aspect is.

It will effect speech check proficiency and bartering which gives you better prices when trading.

However unlike previous games there is a cap.

16 charisma on its own is the max that prices can be reduced for buying and raised for selling.

There are other things that can influence prices such as the first two tanks of cap collector, the junk town vendor books and the bartering bobblehead.

However it should be noted you can’t go above the cap at any point
Regardless of how many of these things you obtain.

How about stolen items, are they marked, if I try to sell the item will people get mad about it?

A few factors. High Charisma helps, plus there's also a perk, but depending on the situation other things like certain drugs (I think Mentats) and clothing types can help too. There seems to be an rng thrown in cos it's not always guaranteed no matter what you do, and I've tried - Some guys will not be convinced sometimes.

Vault 81 is one example. I have maxed out Charisma, chugged down Charisma boosting tablets, even worn my Vault suit, chose all the right options, and still failed to convince the Overseer to let me in. Yet on one other playthru I somehow did everything just right and got in straightaway without needing to get Fusion cores first!


And I like it as no one can guarantee he can convince anyone in real life.

red talk checks can still fail with 11, even very rare with 12, 13 is the save spot for charisma to not fail red checks (or at least i never failed checks when i had that value)

when i do a new run my start value for charisma is maxed (10) than i let myself get hungry/thirsty when i build in sanctuary, playing in survival means i have a great chance that this debuffs my charisma under 10 so i can chuck down the "You are Special" to get the permanent extra Charisma, what means after getting rid of hunger/thirst i have permanent 11.
later just add the booblehead and a simple +Cha hat and you are good

I've never had a vendor that distinguished between stolen and legitimate, but I rarely steal items. There's so much of everything available "in the wild" that it's not that necessary for you to need to steal (maybe a couple of the skill books).
