I guess we'll see if it works after the update. I plan on learning how to make mods during the time I can't play with mods... but maybe the update to Creation Kit will also be borked.

Like they did with Skyrim, then they can mess all they want with Fallout without breaking mods.
Yes I mean the manifest in steamapps. I had to remove it twice before it worked, like your experience, steam appeared to restore it. However, the 2nd time I did it the file remained removed. This video shows where the file is.

I then added F4SE as a non steam game and I launch FO4 that way. With over 80 mods running, including SS2 and Fusion City, there is no way I will let Bethesda break that.
I also totally agree that Bethesda should be making 2 versions like they did Skyrim. Should be 2 totally separate products and just give existing owners a code for a limited period of time.
And you can stop the updates on Steam, There is a litany of articles across multiple game threads explaining how to do this. Add to this that Bethesda actually pre-warned everyone that an update is coming so it gives everyone who has a modded game the chance to protect their setup. There really is no excuse not to do so. But here we are yet again. Heard the same thing last November with Skyrim. And of course there will be a mountain of rage threads incoming soon all blaming Bethesda when all people had to do was BLOCK THE DAMN UPDATES THEMSELVES. It really is that simple.
steam is not the only thing to blame. bugthesda is aware of the beta branch which valve made available to developers to store various builds. go look at neverwinter nights, game gets updates on occasions and has nearly all builds still available.

So far am I holding back on Starfield, but it is worth noting Bethesda seems to have learned.
Fallout Shelter had 50 million downloads.
Fallout 76 is still running strong.
Starfield sold more than enough copies to make their investment back, and it aint over.
Even Creation Club saw a high amount of sales on Steam.
Well there is your problem right there, you. If you are running mods and using F4Se you are NOT supposed to be launching it from Steam. You are supposed to be launching the game through the F4SE_Launcher.exe which failing to launch through that exe breaks all your mods because you are not activating the F4SE.
Honestly, I would hold back until they fix two critical bugs, or someone creates a mod (with the Creation Kit) to fix them.
- There is a bug if your last save was in space and you get blown up it lowers your shields max hp. Once infected by this bad script you have to use the console to fix it.
- When you roll over in New Game plus there is a bug that it forgets to carry over your skills your raised for colony management.
