That doesn't remotely sound correct. Even if you log out & in on Vortex, that shouldn't make you "re install" every mod. (and what do you mean by that - does it try to download everything? Does it do "Deploying" again?)
I used Vortex on my FO4 playthough last year. But I've never bothered to log in to it, I download & add my mods to it manually.
I'd used NMM for years before this, long past it's final updates. When I decided to use Vortex last year, I took a brief skim through some Vortex guides (Gopher's "Vortex Beginner Guide" series) on Youtube. It all seemed pretty straightforward, and didn't have any problems.
so when i open vortex i have to log in and authenticate everytime, then it doesnt think i have any games managed to i have to select fallout 4 to manage, once managed all the mods are there but are not installed to i have to re-enable them
My browser has cookies set session only so I have to log in everytime I visit the nexusmods website, but I don't have to log in to Vortex everytime.
I have not seen anything like this happen before.
Are you using a vortex collection https://next.nexusmods.com/fallout4/collections or using your own modlist?
