Just say the ones that we find in buildings arent military grade, and that when the brotherhood on the west coast lost the information on how to make them when they were kicked out by the ncr

All fusion cores are military grade. Otherwise you might as well strap a radioactive waste can to your back. If you are trying to reconcile Cold Fusion with Fusion Cores -- it is simply a different tech. Cold Fusion (lore-wise) is almost infinitely renewable and able to supply power to an entire region. Cold fusion is not intended to be a portable power plant. Fusion Cores deplete, and were made to be portable. Cold Fusion was never discovered in Fallout until after the War (apparently not until the series episodes). The (less ideal) Fusion Cores were in common use in industry, homes and automobiles even before Power Armor was invented. There is no reason for confusion -- it is two different things. Unlimited, renewable energy vs. energy that eventually will run out. If any tech has been lost, it would be how to recharge or replace the cores of the Fusion Cores after they are depleted... or how to obtain materials, manufacture and install the replacement cores. For powering a civilization, or even just powering a city, there is no comparison between the two. There is still a use for Fusion Cores in portable systems.
