While the OP's tact is about as smooth as a wire grinding disc, they aren't 100% wrong.
FO4 with this newest update, runs great right out of the box except for needing 1 mod -- Load Accelerator.
FO:NV, I had to download 97 mods just to get the game to some playable state. It really is in a sorry condition, and even then I was still getting a few CTDs after 2+ hours of following explicit instructions and downloading all of those mods in specific order, fiddling with 3rd party apps, etc.
But....
What the OP isn't taking into account, is that some people prefer a better narrative, and better written quests which many people, including myself, have to say that NV wins in.
FO4's story is very basic. Evil Boogeyman Empire kidnapped your son, and it turns out your son is the current leader of said empire. You get your red pill/blue pill/white pill choice endings, and that's about it.
That's not to say that all the story in FO4 is bad, it's just... basic for the most part. There's some neat little tidbits, but FO4 is more about the actual gameplay.
NV on the other hand... the gameplay is more basic, and the lack of any building might turn some people off.
But it really boils down to personal preference. At first, before I could play FO4 more than 10 hours without crashes, I thought its system was kinda stupid, didn't like the progression system... but now that I've finally gotten further into the game, it's kinda grown on me, so I like both games.
I just wish NV would run better. Maybe they need to next-gen it, but I dunno if I trust them to pull that off effectively.
I'm having allot of fun with Fallout 4, i think it's the best Fallout game till date. It looks beautiful with mods whilst new vegas looks like a playstation 2 game..
Someone was on some strong cough syrup when that one was made.
I don't really think using such a blanket term as "better" is really healthy to a conversation.
One can say that FO4 is more gameplay focused, and FO:NV is more story focused and that's a very valid opinion.
If you're going to say that NV has better progression, or better character building, or better gameplay systems, then you're absolutely out of your mind.
Storywise, yeah, someone was huffin the glue when they wrote that.
Game balance wise, OWB felt like a 5 year old's insert.. "OH it'd be cool if we had this, and that, and that" ... you step outside of The Sink and 30 seconds you can shoot some lobotomites and get absolutely overpowered weapons thrown at you left and right.
At least with Dead Money, you were given a Holorifle, but very limited ammo, and even then, you were stuck inside the Madre until the end of the Expansion. In OWB, you're stuck in Big MT, but yet you just keep racking up caps, weapons, XP, and everything else at ridiculous pacing.
It's fun for awhile and then it's "yawn another proton axe" or "yay, my 20th LAER" ...
And let's not even talk about how ludicrously overpowered a SILENCED Sniper Rifle is.
I was talking more about how the middle and end of the story was set up. Instead of Red/White/Blue pill endings, you are asked to pick a side early in the campaign and continuing to assist that side, angers the other factions to where they start sending hit men after you.
You don't play all the way up to the last quest and go "ok, this is the one I wanna join" while sitting on the fence for the entire game. That seems a bit more realistic to me. Mass Effect did that, and that really turned me off on its franchise. I used to be a huge fan of ME until they pulled that crap in 3. "Choices matter!" ... yeah, only between 1&2 and 2&3 ... then you get to the end and none of what you did actually matters because there's only 3 endings. And the third wasn't added until later.
But in NV, you gotta choose during the middle of the game and stick with the choice. They give you a few chances to reconsider, but doing so is hard.
In FO4, from what I've read, The Choice is closer to the end and you can play all the sides through a good portion of the game.

I said multiple times in the thread that storywise, NV is better, but gameplay wise 4 is better.
Rest assured no one agrees with your opinion, or wishes to debate such a simplistic narrow view. That ultimately derives to a "this is better than that".
