Honestly, that's some some weird numbers :( ...I really don't have a fix for that. Can i ask though what is the monitor? (just curious)
The High FPS Physics Fix mod has this better under control and is a more modern version of a load accelerator. It not only controls the frame rate during loading, but for a range of situations in the game and can be configured for each individually. It also includes several fixes for the game to be able to run at high frame rates.

I'm about to dive into the .ini file to see if there's anything I can change in there. If not, I'll probably see if sdack's mod recommendation does anything
why bethesda couldn't include something like this in the updated version of the game is beyond me, all this mod does is sets a script that turns on whenever your in a load screen and shuts down the script when the load screen is done, but the user has to set their control panel to allow this game to go beyond the threshold of the base game, i have it set to 300fps for all my games, now this doesn't mean that all of my games will run at 300fps, it just means none of them are caped at whatever rate they were previously set to, but you can set it for individual games if you want, but i had to turn off Vsync in order for it to work which effected all games regardless so whatever...
anyway i have had this tweak for a few years, in both skyrim and this game and it's a freaking life saver, also i use high fps fix which also uses the same method but that one only works for the script extender so only users who opted out of getting the update can benefit from it's high fps in game, that mod does both the load screen times and also the faster fps in game, i normally get an average of 70 to 90fps with my old ass graphics card, but not Boston, that place is always a sh.itshow no matter what in this game.
now i may not see the high fps past 60 because my screen only allows 60, but having the game running at that high fps is still better than just being set and locked at 60fps, because it means i can further tweak my game with other mods that might bog down some of that performance, it functions like a buffer of comfort having the fps that high, i honestly feel all games should allow this kind of tweak because it would mean we don't have to be held back via capping our fps anymore, it should just become a standard for all games, because this being locked at 30fps nonsense is unacceptable in the games that we play nowadays, like i get it if the game is some stupid 2D side scroller, but not games like this.
I'm just talking about an easy fix for load times, while making the game run properly... i have read this, and greatly worded my friend. It was just meant to be a quick fix for people that wanted fast loading times and the game to work properly ^
The High FPS Physics Fix allows again to run the game with more than 60fps. One can pack away the old load accelerator.
You need to install the beta version of F4SE and the new Address Library, and then you need to update the High FPS Physics Fix.
Take this as you like. Your game your way.

That right there with both dropped lets you load at insane quick times, but, D3D11.dll still wants to use half of your hz, why i said make it 120... 144, it's 10ish percent faster. if you can deal with that cool. Still kinda sucks your monitor is set to hard numbers like that :/

I missed the FPSLimitInGame .ini change, I moved that to 60 and testing now
yes of course your right, i just thought i would mention that it still a benefit even if your screen is at a lower rate of hrz, because it will still get the job done even if you don't notice the high fps while playing the game, you will notice the faster load times however.
Wasn´t stable for me so i went back. Maybe when it gets finalized i will use physx fix again but as long as f4se is still beta i will stay with the old load accelerator.
that's the best standard to live by to be honest, to many people just jumped on this update like it was going to be flawless when most of us who have been modding our games for decades understand how bethesda operates their track record speaks for itself.
