Even just level 1 scrounger will get you a decent amount of ammo in a short amount of time.
I recommend finding a Combat Rifle, .45's are very very common, second only to .38 and 10mm, and everyone from Gunners to Raiders will be using them by about level 20 and onward until they start swapping out for 556 Assaults and 308 huntings.
Always thought it was kinda ♥♥♥♥ how conversion kits to .38 aren't available without A MAXED gun nut perk, which by the time you have that you won't even be using .38's
2. Raise your weapon skill, more damage is less bullets.
3. Sell unused ammo and buy ammo you do use.
4. Swap caliber receivers in a weapon, becomes free if you keep the old receiver.
5. No overkill, do not use a .308 sniper rifle to kill a mob that dies to 2 10mm pistol shots.
If you played fallout 1 or 2 you not going to be able to always rely on guns.
As long you have at least 2 in strength.
Compared to other fallout intelligence isn't a stat you need to have. It's a stat the way it should been all along a focus on a roleplay than a requirement.
5 endurance is all that matter.
Charisma is more or less 8-10 or 1
Fallout 4 changed power armor which I think made them pointless by now.
They run on pay to win powercores who are depleted in an hour which is part of the intelligence perk tree.
Fallout 4 is if we look at the game design made to be an online game.
Never do the preston quest(freedom house) as it may sound like freedom your reward is a prison of repairing a broken power armor.
Maybe this is obvious or a variant of the 'overkill' advice but save the weapons with scarce/expensive ammo for when you really need them. Try to kill enemies with the cheapest and most plentiful ammo you have. Only if that goes south, then switch up.
It hits really well, and you can modify it, or find up to a 6 crank one.
If you set it up as a sniper, it hits pretty hard.
It will do you good until you can build your stores up.
