this is an old trick that works in other bethesda titles. in particular is is great for stealing items. pick item up drag it over somewhere where you aren't visible to others enter sneak mode to see if you are undetected if so then steal the item by adding it to inventory.
it's particularly useful when a skill book in some of their games is owned and you don't want to cause a scene. i.e stealing an explosives book from the boomers in FNV.
And you can walk up vertical walls backwards by dragging an object.

In Skyrim they find out anyway and send hired thugs for you (even if the owner is already dead by the time you steal the item)
And apparently in Fallout 4 (at least in some locations), they see you even if they shouldn't be able to. You can be Hidden, with no one around, and yet still turn the people hostile when you steal something.
I've had it happen, both in Bunker Hill and Drumlin Diner. Hidden, but still somehow detected when stealing. Its most likely just a bug.
